Here is a download link for a freely available and distributable Cantonese Text-to-Speech system for Windows XP and higher (from that link below, choose the *.exe installation file option):

You will also need the freely available GTK Runtime Environment to run it on Windows. The application has been developed for the main purpose of serving the blind and has a surprisingly natural Cantonese voice. Yet, it is still in the initial stage of its development and has no option to save Cantonese texts read aloud as a sound file in the *.wav file format. For the latter option, you may try espeak-Chinese that you can download from the same sourcefoge page. Also this works surprisingly well but the voice is more "synthetic" and less natural-surrounding.
Both applications are open-source and free of charge; espeak-Chinese does NOT require the GTK Runtime Environment. I hope this information helps those learning Cantonese.
